What the changes are, when they will happen, and how they affect SIA licence applicants and licence holders.

We have made some changes to the training you need to take before you can get a front line SIA licence.

The changes are:

  • we have introduced new, updated qualifications for all sectors except close protection and vehicle immobilisation
  • you must have a first aid qualification before you can take the training required for a door supervisor or security guard licence

Why are we making these changes?

We need to make sure that people working in the private security industry can:

  • keep the public safe
  • follow new working practices
  • understand recent changes to the law
  • make the best use of new technology

New requirement: first aid training

We already expected applicants for a close protection licence to complete a first aid qualification before taking their licence-linked training. We now expect applicants for a door supervisor or security guard licence to do the same.

You will need to do this if either of the following apply:

  • you are applying for a licence for the first time
  • it has been longer than 3 years since you last held a licence for that activity

From 1 October 2021, you will also need to do this if you are renewing your licence.

The qualification must be an Emergency First Aid at Work qualification or equivalent.

The requirement for first aid training will improve your skills as an SIA licence holder. It will not change the obligations you have when responding to an emergency.

What do we mean by “equivalent”?

We will accept other qualifications that comply with the relevant guidance from the Health and Safety Executive. Some examples are:

  • First Aid at Work (FAW)
  • First Person on Scene (FPOS)
  • First Response Emergency Care (FREC)

New requirement: top-up training for some licence holders

From 1 October 2021, you must have one of the following before you can apply for, or renew, a door supervisor or security guard licence:

  • one of the new qualifications set in place in April 2021
  • one of the older licence-linked qualifications and a ‘top-up’ qualification

This applies to any applications submitted on or after 1 October, including renewals. If you submit your application before this date, you will not need to take additional training.

If you hold a door supervisor licence

From 1 October 2021, if you hold a door supervisor licence you can choose one of the following options:

  • take the door supervisor top-up training and renew your door supervisor licence
  • take the security guard top-up training and switch to a security guard licence

In either case, you must have an Emergency First Aid at Work qualification, or equivalent, before can you take the top-up training.

The security guard top-up training is shorter than the door supervisor top-up training, so is likely to be cheaper. However, you should consider the day-to-day duties of the job that you do. If your job involves guarding licensed premises (such as a pub or a club) you will need to renew your door supervisor licence.

When you begin to learn to drive, most of us often want to pass in the quickest possible time – so we can explore the world and gain a new sense of freedom.

The right to drive a power-driven vehicle is granted to a person whose permanent residence is in Estonia, whose age and state of health comply with the requirements in force, and who has obtained the qualification of a driver of a power-driven vehicle, i.e. has successfully passed the required tests. When registering at a service bureau, a minor must also submit the consent of the legal representative.

They may apply for the right to drive a power-driven vehicle and a new provisional driving licence after completing follow-up training and passing the theory and driving tests.

If the holder of the driving licence has not collected their provisional driving licence within 12 months of the date of commencement of its validity, a new provisional licence will only be issued if they pass the theory and driving tests.

If the holder of the driving licence has not obtained a driving licence for the respective category of power-driven vehicle within 12 months of the expiry of the provisional driving licence, they must re-apply for the provisional driving licence and pass the theory and driving tests required to obtain a provisional driving licence.

If a person does not collect their driving licence from the service bureau within 12 months from the date of commencement of the validity of the driving licence, the service bureau will revoke the driving licence.

The provisional driving licence can be replaced with a driving licence in the e-service or service bureau of the Transport Administration.

To replace a provisional driving licence with a driving licence, the following must be submitted to the service bureau of the Transport Administration:

  • valid medical certificate. It is not necessary to present a medical certificate if the certificate data in the traffic registry are valid and the state of health of the driver has not changed or if the issuer of the medical certificate has transmitted the data electronically to the service bureau of the Transport Administration.
  • an identity card or another document proving identity and permission to reside.
  • the learner’s certificate of the driver if the data of the certificate has not been entered in the traffic registry. When replacing the provisional driving licence with the driving licence, the applicant for a driving licence must submit a leaner’s certificate with a note of having completed the final stage of training if this data is not available in the traffic registry.
  • a previously issued provisional driving licence.
  • a photo in electronic format, which can be taken in one of the photo booths available in all of the service bureaus of the Transport Administration. A digital photo taken in a photo booth ensures the better printing quality of the driving licence, and taking such a photo is free for the client. The Transport Administration does not accept digital photos taken by the clients.

Replacing a driving licence

To replace a driving licence, for example when it expires, you must submit an application to the e-service or service bureau of the Transport Administration. To replace a driving licence, you need:

  • a valid medical certificate if there is no data on a valid medical certificate in the traffic register database
  • an identity document or a residence permit
  • the driving licence you want to replace
  • a document photo, which can be taken in one of the photo booths available in all of the service bureaus of the Transport Administration. A digital photo taken in a photo booth ensures the better printing quality of the driving licence, and taking such a photo is free for the client. The Transport Administration does not accept digital photos taken by the clients.
  • the paid state fee.

While staying abroad, Estonian citizens can collect their driving licence from foreign missions and honorary consuls. For this purpose, an application for sending the driving licence to a foreign mission or honorary consul must be attached to the application for a driving licence at the service bureau of the Transport Administration. There is an additional charge of EUR 30.

Driving licences issued in a Member State of the European Union are recognised throughout the European Union. A driving licence is recognised by another contracting state as long as the holder has taken up permanent residence in that state. Driving licence issued in a foreign state

In Estonia, driving licences issued in a foreign state are valid under international agreements. If your right to drive was withdrawn in your home state, you cannot drive in a foreign state.
